Every officer, regardless of status — reassign their department, mark them paid, reset a forgotten password, or wipe an account's data back to fresh. New officers get a 3-day trial from the moment they're approved; "+30 days" or a specific date under Access extends it. Password resets and data wipes both require a reason and are permanently logged.

The list officers pick from when they register. A logo is a link to an already-hosted image — there's no file upload set up in this build yet.

Shows that something failed and roughly where — never a report's contents. That discipline lives in the code that writes these entries, not just this view.

This is deliberately NOT a browse-all-reports view. Looking up one report's actual contents requires a reason, and every lookup is written to a permanent access log — see schema.sql's admin_access_log. PII exposure to an admin is an explicit, logged exception here, not the default.
